I think it is further evidence that our education system is focussed on teaching and assessing skills and knowledge AND is not able to help our children improve their learning skills.
The schools have the resources to teach. But its the other side of the coin. How can we help students improve their ability to learn? Memory, attention, processsing speed and sequencing are vital. And can be improved. Schools need to make sure that these skills are developed in order to ensure the children are ready to learn. If they are not ready to learn the teaching falls on rocky ground.
Others would say that the report shows that SEN is over 'diagnosed' (dyslexia, autism, adhd, add, dyspraxia, struggling, lots of names). The essential point is that the schools can succeed in their aims. by focusing on developing independent learners. Teach a man to fish......
